Due to the global economic crisis, shipping companies are under increasing pressure to demonstrate the quality of their management. It is no longer enough to have statutory certificates for ships; companies must now comply with the mandatory international requirements for safety management systems and show that they have effective crew management.

NE PLUS ULTRA TRAINING CENTER CORP. was established to serve and provide quality training to Filipino seafarers designed to improve the standards of competence globally, focusing not only on educating the seafarers on the safety of the ship’s operation but also on their own security and well-being and of their co-workers.

The Mandatory ISM Code and the voluntary ISO Standard; are the two main systems used by shipping companies for management. But because of the recent revision of the Standard of Training Certification and Watch-keeping Convention (STCW) a third requirement was included: The MLC. The International Labour Organization (ILO) has adopted the Maritime Labour Convention 2006 (MLC 2006). A Maritime Labour Certificate (MLC) and a Declaration of Maritime Labour Compliance (DMLC) will be required to ensure compliance with the Convention for all ships above 500 tons in international trade.

The competence of a seafarer is a critical factor in the safe and efficient operations of a ship. This became the foundation of the Ne+U, whose purpose is to effectively constitute a comprehensive measure designed to improve the standards of competence globally, focusing not only on educating the seafarers on the safety of the ship’s operation but also on the security and well-being of their co-workers and themselves. The Ne+U aspires to create new responsibilities for both the Maritime Personnel and the Maritime Industry. Its ambition is to become a dynamic learning organization continually exploring innovations to meet the ever-changing needs of both the Maritime Personnel and Industry. Ne+U intends to help ensure that the new standards are actually put into effect and that the competence of seafarers is indeed improved.
